It is generally applied on the eyelashes. You can apply it around eyes too, if you have small eyes and want to look them big. Eyebrow pencil can also be used instead of eyeliner. Make thin Lines on small eyes and thick ones on the big eyes. Don’t use eyeliner on the sunken eyes, otherwise they will look more sunken.
